Hamas Accepts Biden’s Ceasefire Plan, Accuses Israel of Adding New Demands

As the prolonged conflict between Israel and Hamas rages on, a glimmer of hope has emerged amidst the chaos. Hamas’ Initial Reaction and Acceptance

Hamas, represented by senior official and spokesperson Basem Naim, expressed a positive initial reaction to Biden’s proposal. Naim stated that the group “welcomed” the announcement on May 31st and “confirmed its readiness for immediate implementation” by submitting its approval of the mediators’ proposal on July 2nd.

This alignment with the U.S. plan was further bolstered by a United Nations Security Council resolution endorsing it on June 11th. Hamas seemed poised to move forward with the ceasefire agreement, which was seen as a crucial step towards de-escalating the conflict.

Israel’s Alleged New Conditions

However, the harmony was short-lived, as Hamas accused Israeli Prime Minister Benjamin Netanyahu of deliberately disrupting the process by introducing “new conditions” for the negotiations. According to Naim, these new demands include:

  1. Israel’s refusal to withdraw from the Rafah crossing and Philadelphi corridor between Gaza and Egypt, as well as the IDF-established Netzarim route between north and south Gaza.
  2. Additional inspections on displaced persons crossing the Netzarim route.

  4. New conditions for the passage of humanitarian assistance.
  5. A lack of commitment to negotiations bridging the first and second phases of the proposal.
  6. A demand for a “written commitment from the Americans allowing the resumption of hostilities if so decided.”

Netanyahu’s Denials and Clarifications

Netanyahu’s administration has denied adding new conditions that go beyond the initial parameters of the U.S. proposal. In a statement, the prime minister’s office asserted that the letter sent by Netanyahu on July 27th “does not introduce extra conditions and certainly does not contradict or undermine the May 27 proposal.”

The statement further claimed that it was, in fact, Hamas that had “demanded 29 changes to the May 27 proposal, something the Prime Minister refused to do.” The letter, according to the statement, aimed to provide “essential clarifications to help implement the May 27 proposal,” including an “agreed upon mechanism” for the Netzarim crossing and the release of “all the living hostages in the relevant category.”

The Evolving Ceasefire Negotiations

As the ceasefire talks continued in Doha, Qatar, conflicting accounts emerged regarding the progress and the nature of the negotiations. While the Biden administration expressed optimism about a potential deal in the coming week, Hamas officials remained skeptical, suggesting that Israel had maintained its stance on the “new conditions.”

Hamas accused the U.S. of “merely buying time for Israel to continue its genocide” by proposing an amended accord, rather than pushing for the implementation of the original Biden plan. The group urged the international community to pressure Netanyahu and his “fascist government” to halt the aggression and sign the ceasefire agreement as initially outlined.

Blinken’s Diplomatic Efforts

In a bid to break the deadlock, U.S. Secretary of State Antony Blinken visited the region, meeting with Israeli Prime Minister Benjamin Netanyahu and Egyptian President Abdel Fattah el-Sisi. Blinken described the current moment as a “decisive” and “maybe the last” opportunity to secure a ceasefire, secure the release of Israeli hostages, and put the parties on a path towards lasting peace and security.

Blinken’s diplomatic shuttle took him from Tel Aviv to El Alamein, Egypt, and then on to Doha, Qatar, where he met with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani. These high-level discussions aimed to bridge the gaps between the conflicting parties and secure a breakthrough in the stalled ceasefire negotiations.

The Toll of the Conflict

The ongoing conflict between Israel and Hamas has taken a devastating toll on the people of Gaza. According to the enclave’s Ministry of Health, at least 40,139 people have been killed and 92,743 wounded since the start of the war in October 2023. The Hamas-led attacks on October 7th alone resulted in the deaths of 1,139 people and the capture of more than 200 individuals.

The Biden administration and the international community have been urged to intervene and pressure Netanyahu’s government to halt the aggression and sign the ceasefire agreement as originally proposed.
